Federal jurisdiction over and prosecution of hate crimes is limited to specific federally protected activities such as voting, attending public school, or jury duty.  There  various federal acts dealing with hate crimes including the Violent Crime Control and Law Enforcement Act, Mathew Shepard Act, Hate Crime Statistics Act, and the Campus Hate Crimes Right to Know Act.
